Answer: Remembering from my anatomy class it is in the stratum basale, but that isn't an option. So I looked it up on wikipedia and sure enough it is in the stratum basale. So after looking up stratum germinativum that is stratum basale so answer C is correct. It is the deepest layer of the epidermis.
