Answer: IPL should be effective - but it may take longer since you have darker skin, it works best on lighter skinned people. And yes the skin lightener will interfere, IPL can cause burns and skin lighteners do increase sensitivity so I would suggest laying off the skin lightener for at least two weeks prior to treatment. The person who performs your ipl should tell you the same thing.
